It is (high) time that后面的从句谓语动词要用过去式或用should加动词原形，但should不可省略。
It is time that the children went to bed.
It is high time that the children should go to bed.
没有high时：
a. It is time + for 名词
b. It is time + for sb .to do sth
2. 有high时：
“high”作定语时，表示正盛的，或时机成熟。
如high noon 正午
“about”也可以用在这个句子上，表示“大约，差不多”
a.It is high(about) time (that )+ sb did sth
b.It is high(about) time (that ) + sb didn't do sth
注：that 后跟虚拟语气，后跟动词的一般过去式，表示“是某人做某事的时候了”或者“是某人不做某事的时候了”。
